building the dawn package it throws a warning for each of the
references packages: "No payload could be found. The package will
not be build."
Does anyone know what the problem is and how I can fix it?
You will probably need to provide more information. I tried building
a flat package referencing 2 flat packages and it worked fine.
When you open your flat packages with the flat package editor, is
there a payload visible?
