Flat package format (10.5) and Installer plugins

Is the Flat package format supposed to support installer plugins?

If the answer is yes, how are we supposed to add plugins?

What looks like the obvious solution is not working at all (adding a Plugins folder in the flat archive at the same level as the Resources folder).
