If you're targetting OS X 10.5, you can't. The format does not support it.

If you target OS X 10.4, you will be able to add it manually (or with a script) after building your package/metapackage.

If I cannot do it, how can I revert to PackageMaker 2.0 and just create the old, folder-based installation packages? (the plugin is working fine with a sample folder-style pkg).

The older format, called "bundle packages" work just fine on 10.5.x.

(The Leopard+ only format is called "flat packages".)

If you need plugins, use bundle packages. In PackageMaker, tell it you're targeting 10.4. You can then set rules to disallow install on less than 10.5.4, for example. _______________________________________________
