Thanks everyone. So, what benefits are there really to "flat
packages" ? It seems like the tools are buggy, they have less
features, they only work on 10.5.... any insight?

If you're targetting OS X 10.5, you can't. The format does not
support it.
If you target OS X 10.4, you will be able to add it manually (or
with a script) after building your package/metapackage.

working fine with a sample folder-style pkg).
The older format, called "bundle packages" work just fine on 10.5.x.
(The Leopard+ only format is called "flat packages".)
If you need plugins, use bundle packages. In PackageMaker, tell it
you're targeting 10.4. You can then set rules to disallow install on
less than 10.5.4, for example.
