The way that I deal with this is to use the PackageMaker GUI to create
an installer with the settings I want (including restart.) From it, I
extract the plist file that has those settings and which is known to be
syntactically correct.
I then adjust fields as necessary and use the result as the plist input
to the command line operation.

Is it possible for me to configure the resulting package to force a restart
at the end of the installation process when building the package from the
command line?
