How to set follow symlinks for flat packages?

I see the option in the Package Flags when I control click the package in the PackageMaker GUI, but I don't see where it gets set for 10.5 packages.

For 10.4 packages it seems to be IFPkgFlagFollowLinks in the Info.plist.

In 10.5 my symlinks are clobbered so I'm trying to find out where this is set. Or is this a massive bug with 10.5 packages?
