I did find this older posting on this topic in this forum: http://

However despite adding Localizable.strings files per the directions
in the post, I only get the key value displayed when I run the
installer, in any language including English. Perhaps I've made an
error, but I've re-checked several times. Anyone else ever make
this work?
o If you're building a non-flat metapackage (10.4 Target):
Yes. Not with PackageMaker but with a tool not available yet.
Check the encoding or for a missing semi-colon in Localizable.strings.
o If you're building a flat metapackage (10.5 Target):
I haven't tried yet.
