"Change Install Location" button

Does anybody know if there's a way to prevent the [Change Install Location] button from showing up in the Installation Type screen?
 
I have "Easy and Custom" selected, and have checked only "system volume".  In the Custom Install window, people can choose the location and volume for some packages, but other packages are always installed to the system volume in a specific location.  It is confusing that the Change Install Location button is there.
 
One approach would be to only allow Custom Install, however I want to encourage the typical (beginner) user to not edit the destination folders, so I'd like the Easy Install to happen.
 
Strangely, for some reason sometimes the button *doesn't* show up which is what I want, but usually it does show up.  i.e.  if I install the same package twice in a row, the button might be there the first time but not the second.
 
(OS 10.5.6  version 3.0.3)
