With Puppet provisioning(at least one thing we're doing with puppet at
LANL), one puts a pkg file inside a dmg. (see:
http://docs.reductivelabs.com/references/latest/type.html#package the
"package" type, under provider, see pkgdmg)

pkgdmg: Package management based on Apple's
Installer.app and DiskUtility.app. This package works by checking the
contents of a DMG image for Apple pkg or mpkg files. Any number of pkg
or mpkg files may exist in the root directory of the DMG file system.
Sub directories are not checked for packages. ... Required binaries: /usr/sbin/installer, /usr/bin/hdiutil, /usr/bin/curl. Default for operatingsystem == darwin. Supported features: installable."

Works even if foo.pkg is a flat package.
But why? One of the advantages of flat packages is they can be
transported as-is - there's no need to wrap them in a disk image.
