About Mac App Store packages

Just out of curiosity:

Is there any valid technical reason why it is forbidden to build packages for the Mac App Store with a tool not made by Apple?

Because as far as I can tell, there's nothing very special about them if you ignore the invalid use of installer-gui-script and the (useless?) redundancy of the bundle-version data in both the distribution script and package info.
