Thanks Stephane. I know that checkbox in the GUI mode. Is there anything we can do while building from command-line to achieve similar behaviour.
Also, I tried building two exact packages from GUI mode.In one, Allow downgrade was checked and in other it wasn't. But the PkgInfo file of both packages was similar. So, I was wondering where do they store this information whether to allow downgrade or not.

It's a per bundle (component) settings now => Check the Components tab
of the package.
