InternetConfig API

Hey,
I'm using X 10.2.
InternetConfig seems to be only setting the values in the System Preferences panes but not the actual values that IE or an Email client is using.
I can force the email client to read from the System Preference pane only by deleting its own preference file. I can't do anything for IE however
because it seems to share a preference file with the rest of the non-IC values.
Also it only seems to write properly under 'root'. When I run my application as a non-root user, even with proper authorization it seems to corrupt
the preference file. I'm not sure what is going wrong because I believe it worked fine under 10.1. Has something changed or am I doing something
completely wrong?
