My understanding is that just loading the Carbon framework into a Cocoa application prior to 10.2 was bad. However, I'm not an expert in this area. Try the Cocoa mailing lists; I'm sure that Cocoa folks have had to deal with this before for other, non-IC functions.

I can answer at least some of this - if you're a Cocoa app, you have already loaded Carbon; Cocoa uses it to do a number of things, including draw the menu. The problems alluded to by Quinn occur when you start using HLTB calls - Cocoa views and Carbon views don't play nice together prior to 10.2. However, you should be able to make any Carbon call that doesn't involve UI, and the InternetConfig calls certainly fall in that category....
