Try taking a look at the header file "InternetConfig.h", if you need the API.
If you're developing for Mac OS X, just #include <Carbon/Carbon.h>

You can also go to developer.apple.com and type "ICSetPref" in the search-box.
I would call it a standard due to that Apple provided APIs for it; just
like QuickTime, Appearance, etc.. ;)
