This explanation is pretty good for the non-technical. To get a bit more
technical, the way that ISP's achieve 56k up to their modem is by having
purely digital lines from the Central Office (CO) to their modem. The
modem on the ISP end is actually digital.
Most residences dont have digital lines to the house (and probably dont
really want or need them) so the highest speed that can be achieved on
normal phone lines is around 33k.
