I haven't used AOL for a few years, but I know it definitely puts users
behind a firewall. If you check web server logs, you'll find that it's
almost impossible to distinguish individual AOL users since they share
IP addresses and you'll find that several users may appear to come from
the same proxy. I wouldn't be at all surprised that it doesn't allow
incoming connections for FTP.
AOL users should probably be treated the same way as a user behind a
NAT firewall.

I've had a flurry of reports in the last couple weeks from AOL users

the problem with a couple of versions of Fetch and a copy of Anarchie,
using AOL 5.0 on Mac OS 9 (some users reported using AOL 4.0). The
data connection from the server never makes it back to the FTP client:

200 PORT Command successful.
