My suggestion is that you take a look at the IC source code. The source for the traditional Mac OS version of ICParseURL is available in...

Look for the function ICCIParseURL in the file "ICURLHandling.p"

The Mac OS X version of ICParseURL works in a very similar way (written in C of course!); note that the code to launch a URL is completely different on 9 and X).
