Yes, I know. I am talking about doing it for OS 8.6->OS 9.2 only. I
need to support users with old Macs who have not or will not switch
to OS X.

You can't make this work in Classic running on X. PPPoE packets will
never make it to the classic environment. There is a virtual switch
in the X networking stack that determines whether packets from the
network should be sent to Classic, X or both. On the outbound side,
the switch determines if traffic from X or Classic should be sent to
the network or both the network and Classic or X. This switch
operates only on ethernet and PPP interfaces and only handles IP and
AppleTalk packets. The ethernet interface in classic is effectively
a stub for the Classic side of the switch.

I'm trying to cope with a legacy version of EnterNet. EnterNet is
an OS 8/9 PPPoE utility. I have a requirement to support it in
"classic" mode so suggestions about changing the installer set
won't help me.
