AFAICT from looking at the source it's hard-coded.

If it's not possible for an application to register with the Sharing control panel, will Apple entertain requests for additions to that popup menu? Just file a bug ask ask nicely? :-)

Yep.

Please email me the bug number so that I can track this request. I've already filed a similar request <rdar://problem/3398579> to allow third party plug-ins for the Services tab of the Sharing preferences panel.
