CFNetwork and FTP

Hi, I'm trying to work out if I can use CFNetwork to upload and download
files from a FTP server. I need this to run under  10.2, and CFFTP was
introduced with 10.3. Does this mean I can't use FTP and CFNetwork? I've
looked through all the functions and can't see how FTP can be done
without CFFTP. If the answer to this question is no, what other options
do I have? URLAccess seems to fit in, but there has been a fair bit of
negativity about its reliability on various lists.
