I just mean, if you want the computer to behave in such a way as
Little Snitch makes it behave, you'll probably have to write a kernel
extension.

How: I don't know. With great difficulty, I should imagine.
Why: Because you desire a particular behaviour from the computer? I'm
not sure I understand the question.

P.S. You might be able to write something which remote-controls Little
Snitch, which would be installed on all the client computers?
