I am aware of the SimpleDial code.  It works well with the Apple modem,....  I will look deeper to see what can be done.

However, I note that the Novatel service provided from Apple works for only 10.4.8+ and on intel macs.  Thus, only part of my client base will benefit.  Is there an API to create services for my USB device, so I can an universal solution?

This would be a good place to start:

Probably the SystemConfiguration framework. It has APIs for connecting and disconnecting modem-like interfaces. (I don't know the details of how to do it, though.)
