AFAIK our WWAN stuff is layered on top of low-level APIs that are public. That is, there's nothing stopping you from writing software that:


a) uses I/O Kit to watch for USB WWAN devices
b) when one shows up, uses System Configuration framework to check whether it's plumbed into the network stack
c) if not, does that plumbing


It's not going to be much fun, but it's probably feasible.

The real question you have to ask yourself is, how much do you care about pre-10.5 users?
