I wonder if you could nudge it by removing the developer profile from the phone and re-enabling development mode?
Do you mean the Profiles section under General in the Settings app? I don’t have any Apple profiles there. Should I? (I’ve never looked in there for developer profiles so I’m not sure if that’s where they’re supposed to be.)
