FCS - Check-In Priority

Is it normal that a check-in of a project can take up to 40 minutes ? The FCP project is about 15 Mb.

Where is the parameter to set a higher priority to the check-in/check- out process? It seems that proxy creation and other jobs get in the queue and make the check-in process a lot longer.

Is there a way to resolve this ?
