Hi Ken,

When it comes to local recovery or internet-based recovery it shouldn't matter. I haven't heard of a scenario where it simply didn't work. It's a sandbox containing recovery and installation tools, and nothing more. Think of it like having an external drive that you never update the OS on, and you only need that drive for a lab that stays the same.
