Thanks Dave,
Right now supervision and the MDM command I mention are the only technical management options for Activation Lock.
I do not know what the AppleCare response would be to an institutionally owned device being in Activation Lock because I have not seen any customers affected by it. If you have a device in Activation Lock and are unable to get the end user to unlock the device, please call AppleCare.
