Just looked again and it's set up correctly, all my devices is pulling form one main DEP profile, that's why it's weird it working for some and not for others. I was thinking my ipads are maybe getting too old, most of them are getting close to 5 years old, maybe that is the issue :(

If you are using DEP, in Airwatch Settings / Devices & Users / Apple / Device Enrollment Program check the profile for your iPads. In the Setup Assistant settings of the profile there are a lot of options that can be set to Skip/Don't Skip.
