we are looking to add a second server running WebObjects, by converting
an older desktop system to this task. I looked at the OS X Server
(Jaguar) box in our local Apple store, and it said it came with a
deployment license for WebObjects. Great. Though it was WebObjects 5.1
and we are using 5.2.

A client of mine just set up a 10.2 Server machine, and it came with WO 5.2.

He ordered directly from the Apple store, but I do not know how normal this is.

(Also, WO does come with a deployment key as well as a development key.)

This raises some interesting questions, for future budgeting and
planning. Presumably OS X Server 10.1 came with WO 5. If we had bought
that and then Jaguar and WO 5.2 ship, were we expected to buy (since
there were no upgrade pricing for either Server or WO) a new copy of
Server and a new copy of WO (including both development and deployment
licenses)?

Each copy of WO - $700/$400/$99 depending on whether you are a Select, Online, or Educational customer - comes with both a dev and a deployment license, so you would have to repurchase WO for either your developers or your deployments, whichever is the larger number. Thus: two servers, five developers implies five boxed copies.

Of course, you can only use the edu copy to develop software in pursuit of a degree or for an educational institution.

If your developers are willing to get the 30 day trial key each month, then you need only buy keys for deployment. Then you need only two boxed copies, but then you get to update the license every month. We did this during our proof of concept phase.

Perhaps other companies do maintain a 1:1 ratio of
developers to servers?

Nope - we have a few servers, and quite some developers. The two servers we have just got upgraded to WO 5.2 because deployment time approached. Before then, we had four developers using trial keys. We now have two using trial keys still, and two using the dev keys that came in the boxes we got for our servers.
