Right now I have only deployed one very simple WO app and it is working
fine .... that's not to say the "Too many files open" problem is not
going to happen if I deployed complex or large quantity of apps.

In my case, I purchased OS X Server "up to date" upgrade which came
with no license keys, so I used the OS X 10.2 license that I had and
all worked fine.
There is no Development software tools or license included in Panther
Server.
