When you speak of instruments, do you mean physical measurement devices or tests, scales, and ratings?

If you mean the former, I'd be at a loss to tell you whether Java is suitable for automated reading of these instruments. However, I'm sure someone has figured it out. I just don't know.

As for tests, scales, and ratings, which may or may not be uniform, I think you'd find that WO would be very appropriate. If each experiment has a set of uniform fields and then the variety of instruments determine another set of fields for that experiment, you'll be very keen on the object-relational mapping's capacity for inheritance.

And if I can continue to think that you're talking about tests, ratings, and scales, I can vouch from my own work with non-profits, where grants and government agencies have different reporting requirements, and a particular program or participant will be funded from a variety of these sources.
