Did you reboot after changing permissions?

It was appserver:admin. I changed ownership [sudo chown -R
appserver:appserverusr Configuration], however the "Refuse New
Sessions" button still will not turn ON in Java Monitor. Every time I
click it, I see a new session created for that instance, but it still
reads OFF and keeps accepting session from the outside. This is
strange. This server is one that was upgraded from 10.3.3 to 10.3.4.
I have another app server exact same configuration that we use for
testing and Java Monitor behaves the same there. This used to work
when I had OS X 10.3.3 and WO 5.2.2, but the "Refuse New Sessions"
button seems to no longer work in my 10.3.4/WO 5.2.3 deployment
servers.
Can anyone else with this config open their Java Monitor and just
click "Refuse New Sessions" in the instances detail page for one of
your apps and confirm that the button continues to stay OFF. You can
always turn it OFF again if it does turn ON?
If others see this then let me know so I should file a bug report.

Kieran: Check the permission settings on
/Library/WebObjects/Configuration, they should be set Owner=appserver
and Group=appserverusr.

I am talking about deployed apps here ...... are you saying that
Java Monitor is using Direct Connect to communicate with those apps
and that is the probable cause of the Refusing New Sessions button
not turning ON when clicked in Java Monitor and that I should put
WODirectConnectEnabled=false in the launch args for my deployed apps
even though that is the default anyway??
