When you buy a box of WO, you get one development license AND one deployment license.

From what we can tell (you can contact Apple directly for an official license), the deployment license allows you to deploy on ONE server machine, as many applications as you want---regardless of whether the apps are deployed with traditional WO architecture, or as Single Directory/Tomcat whatever. This is in addition to your dev license on another machine.

If you need to deploy on two machines, yes, you need to buy another license. [Except some versions of OSX include an OSX-only deploy license for some versions of WO.]

Yes, it's odd that the only way to buy licenses is in pairs of one deploy and one dev in a shrinkwrapped box of WO. But the licenses are actually quite cheaply priced compared to other similar products. But yeah, there is a price; sure, if you don't want to pay it, you can't use WO (legally).

 deployment is that it can be deployed without the WO license and is
 tied to the Development kit (much like the MS ASP.NET run-time
 license is tied to the compiler, not the host), or B, the intent is
 that you rebuild the app with a new Deployment license for each and
 every licensed deployment.
