you can think about going the way over postscript and
create pdf with ghostscript.

1. There is a very good perl script creating ps from html:
http://user.it.uu.se/~jan/html2ps.html

2. On Windows you could perhaps start IE with a vbs script, load
the page and "print" it to a ps file. (just an idea...)

I would prefer xsl-fo. It's not as difficult as it seems
on the first glimpse and WEbobjects is ideal for producing
xsl-fo code.

Conversion from one format into another is often inefficient,
since there are time-consuming detail isssues, bugs and quircks. This
may be more expensive than to buy a renderer.
