general use along with logon admin to content

I have been thinking about what would be the best way to set up a
woapp that will deliver generic content via a search, but that content
also needs a login to admin database data.  So would it be
easier/better to create one woapp that checks for the IP addresses of
a set of machines and allows the admin of the data via a logon whereas
with all other IP addresses just a search page is presented or should
I create two woapps.? One for general search and the other for admin
of the data?
