Yes. OS X Server comes with a deployment license. It has for a long
time. One thing to note is that the license for WebObjects is unlimited
whether you by the 10-client or unlimited version of OS X server.
Since WO 5.3 deployment has not yet been released, for now, Tiger server
is shipping with 5.2.4 WO and license.
