Sacha is the hero!

He had me do:

sudo -u appserver /System/Library/WebObjects/JavaApplications/ wotaskd.woa/Contents/Resources/javawoservice.sh -appPath /System/ Library/WebObjects/JavaApplications/wotaskd.woa/wotaskd

Which yielded:

<main> Don't have permission to write to Configuration Directory / Library/WebObjects/Configuration/ as this user; please change the permissions

Same error message for the file inside <Configuration>, <SiteConfig.xml>.

Permissions need to be:
    drwxrwxr-x    3 baiss  appserve   Configuration
