The key is the "and" between section (1) and (2). To me, it looks
like as long as the Server is licensed, ANY client (MacOS or Other)
can run Java Client applications, as long as the WO code copied to
the client is for communicating with the WO Server and nothing else.
But, IANAL but this is the interpretation I am using.

It's not clear enough for me as (the "Licensed System") is the crux
of the statement... that it's a specifically an Apple-labeled machine
that has the developer tools installed. This Licenced System is
what's mentioned in the second point for ROM. This is not as open as
deploying server apps to any platform it seems.
It'd be nice for Apple to clarify this in normal language ;-) i.e.,
it's either "you are not not free to redestribute" or "you are free
to redestribute" WebObjects frameworks with your app.
