In our case, the web designer did all the HTML templates we needed. We use them as page wrappers in our WO content. We have no "static" content, but there's no reason you can't link from static web pages to full blown WO components (or vice versa). The templates are all CSS, so minor tweaks to the CSS are usually the only design changes we see. If you need full on template changes, you just swap out the page wrapper component and swap in the new wrapper. Am I missing something?
