This is a difficult issue and I am not sure I have the answer. On the
server WebObjects is installed by default so we include the startup
script and the correct apache configuration. On client most user do
not have WebObjects so we do not modify the apache configuration and
we not include the startup scripts. I don't think we should change
system settings while installing dev tools this does appears right
even if it would simplify things.

You of course know that you could save yourself a lot of grief by
using MacOSX Server where everything is installed and tested by
default... It is only $499.
I should buy Mac OS X Server for my development box? Not that I
think it's expensive or whatever, but I'm talking about development,
not deployment and I think that using WebServer connect in
development is a good idea and you have to have wotaskd running for
that and to start it, it's nice to have the launchd scripts on
client too.
