This error is consistent with your Apache 2.2 config file, /etc/
apache2/httpd.conf, being incorrect to support running WO apps.
Ensure that its Directory entry looks like this:

Options FollowSymLinks
AllowOverride None
# Order deny,allow
# Deny from all
</Directory>
or has no "Order deny,allow" and "Deny from all" entries at all.
