How to set F1 to iconify and F2 to raiselower

I have "Enable key equivalents under X11" unchecked in my X11b3
preferences in order to use the command key as meta in Emacs and that
works fine.
But consequently I cannot use Cmd-M to iconify windows anymore and
would therefore like to bind this functionality to F1 (and raiselower
to F2).
There is no help in man quartz-wm, but it referes to twm. man twm
suggests to use:
"F1" = : all : f.iconify
"F2" = : all : f.raiselower
but I cannot get that to work. Any ideas?
