In general, all "dot" files (.login, .bashrc, .xinitrc) should be in your
home directory.  In fact, I'm having a hard time coming up with a "dot"
file which should not be in your home directory.

If you don't have a particular file, it doesn't mean that it's somewhere
else.  It just means that you don't have it.

Different programs use different files:

    csh:        .login .cshrc
    X11:        .xinitrc
    Bash:       .bashrc .profile
    mutt:       .muttrc
    procmail:   .procmailrc

etc.  The man pages for the various programs will tell you what uses what.
