Neither, probably.
Basically, any window manager only handles the placement, parenting,
decoration, and movement of X11 windows. It uses the X11 server to perform
those tasks. But those X11 windows on the server have to be created
somehow. The X11.app server mediates this creation task to Quartz. If
Quartz is not around, there's no component that can create the actual
windows on the screen. X11.app isn't set up to do this on its own.
