/etc/X11/xinit/xinitrc
appears to be a link to:
/usr/X11R6/etc/xinit/xinitrc

I stuck an echo to my log file in it and confirmed that it is never executed. Any defaults seem to be established in code if no $HOME/.xinitrc file is found.
