I think you have it backward. The X server does not dictate window raising
policy. That is firmly the domain of the window manager. XDarwin, run
without a window manager, does nothing to manipulate the stacking order of
the windows. I expect that the window manager that you are running under
XDarwin is doing this for you.
I would suggest not running quartz-wm and instead running the same window
manager that you have been running under XDarwin.
