I can't speak for fink, since I'm new to Mac OS X, but I've been a user
of Debian Linux (from which fink gets its package management tools) for
many years.
apt-get issues this message once it has figured out what it needs to
download. You should then see some progress messages as it actually
downloads and installs the packages.
Which command did you use to install the package?
I would have used:
apt-get install system-xfree86
