I'm still running 10.2.6. When I opened the Info.plist, there was no
AppleUSBKeyboard property list under IOKitPersonalities, in fact,
IOKitPersonalities was an empty Dictionary.
I created an AppleUSBKeyboard entry, with a Dictionary of it's own,
and put the property called for in the reference there.
I've uploaded from my 10.2.6 backup volume the file
/System/Library/Extensions/IOUSBFamily.kext/Contents/PlugIns/
AppleUSBKeyboard.kext/Contents/Info.plist

(Incidentally, this only differed from the one provided with 10.2.8 in
that CFBundleVersion was 1.9.9f6 instead of 1.9.9f4)

That worked fine. Turns out my problem was that I was editing the
wrong file -- at the higher .../Contents level. I figured it was
something like that.
Anyway, the procedure worked fine. However since it's been more than 2
years since I last used my Sun keyboard, I learned that my fingers have
largely been retrained to the new standard key layout.
As there's no obvious benefit in restoring the old habits, especially
because I also have a laptop and the "fix" doesn't work there, I guess
I'll change back to the original.
One interesting feature of the switch is that the "Caps lock" LED
doesn't move, of course, but it still indicates whether or not Caps
lock is engaged. One just has to push the key labeled "control" to
change the state. Looks weird, but works fine.
Thanks for the help. It was a good learning experience anyway.
