It's fair that they send different keycodes. That's as it should be, as
keycodes are supposed to correspond to different physical keys.
But the two keycodes should map to the same keysym. After all, Enter
and Return mean the same thing to most people and should to most
applications.
Luckily, this is easily achieved with xmodmap, as someone demonstrated
earlier.
