In Appleworks, Nisus Writer, QuarkXpress or Indesign and I believe MS
word the enter key causes a column or page break in Photoshop hitting
enter ends text input. Keyboards vary there is no numlock on my apple
keyboard yet the number keypad sends numbers to X11 apps. My keyboard's
enter sends a carriage return not an interrupt (Control -C) to X-term.
Apple screwed up on that one.

Yes, but I would call that a specialized application. Other things
(word processors, terminals, code editors, web forms, Photoshop, ...)
treat them the same, I believe. That's why I said "most" people and
"most" applications. There will always be exceptions.
Still, you should be able to map the Enter to Return for the
applications you want.
